You can check out this post for some direction, and there's some help in the wiki also.

Personal galleries are a benefit of LPA membership, so you'd need to be a current member to set one up. You can find out more about the LPA here and here, and even join online.

No worries. Yes, if you use the Paypal button your site account is updated almost immediately and you should then see the "Member Gallery" block mentioned in the wiki. Once you see that, you should be able to create your album.

The account update isn't quite immediate, but shouldn't take more than a few seconds. You should also see the "Members Only" menu at the top of the page. If not, let me know and I'll check it out.

Remember that even if paying online we still need the completed LPA Membership Application, which you can mail in or bring to the next meeting this coming Tuesday. (If it's a Family membership, the Liability Release part needs to be completed for each member.)
